Evergreen was founded in 2020 by a group of former Inslee for America staffers and supporters who came together with a mission to build an all-out national mobilization to defeat the climate crisis and create millions of jobs in a clean energy economy.
When Governor Inslee left the presidential race, he made his 218-page “gold standard” policy plan into an open-source document. It lives on today as the Evergreen Action Plan, a comprehensive roadmap for this national mobilization: investing in and building both a thriving clean-energy economy that strengthens communities and a future rooted in justice and economic inclusion.

Since Evergreen was founded, they have successfully influenced the U.S. climate policy landscape. They played a pivotal role in the passage and implementation of the Inflation Reduction Act (IRA), helped set critical federal standards on pollution, and aided in critical state wins like Michigan’s 2023 100% clean energy standard. Now, under the Trump administration, they are helping states both achieve bold climate progress and defend against attacks on progress, building momentum toward a cross-state climate affordability agenda and renewed climate leadership.

The Opportunity
The Senior Director, Policy Team serves as a critical thought partner to the Vice President, Policy in designing and executing a bold, actionable climate policy agenda for states and the federal government. As a senior member of the Policy team, the Senior Director will both solicit input from policy team members and translate the policy agenda into actionable work streams for policy team members. This will include managing and coaching the policy team to integrate seamlessly with the State and Federal teams to establish and effectively advocate for a bold policy vision applicable across the country. This position will directly manage all members of the Policy team.
The Senior Director will work closely with organizational leaders and department heads to ensure collaboration across departments, bringing the full range of Evergreen’s communications, policy, and advocacy strengths to bear in service of our mission.
Key Responsibilities
- Policy Development
- Work with the VP, Policy, VP for States, and other organizational leaders to establish ambitious federal and cross-state policy agendas
- Provide subject matter expertise and analysis on a discrete set of issues relevant to the organizational mission, such as clean power, sustainable transportation, and building decarbonization
- Direct, edit, and oversee policy analyses, written content, and research; help convert more academic prose into politically salient content and create a unified voice across deliverables
- Co-develop and execute the organization’s policies and strategies related to environmental justice and equity-based policies in service of the organizational mission
- Team Management
- Partner with the VP, Policy to establish and guide departmental direction and implementation of goals
- Directly manage, coach, and guide all members of the Policy team; conduct regular check-ins and provide performance reviews
- Align policy vision to actionable strategies and work streams for policy team members
- Lead Policy Team meetings and manage team operations
- Cross Team Collaboration
- Work with Directors and teams to develop advocacy, media, digital, and partnership strategies to advance the policy vision
- Work with the Communications team to ensure policy products are appropriately tailored to various audiences
- Work with the leadership of the States team to ensure the entire Policy Team is supporting its state policy and advocacy goals
- Ensure the Policy Team’s work is supporting the needs of key partnerships within states, including with decision makers, environmental justice and equity partners, labor partners, and business/industry partners
Ideal Candidate
The ideal candidate is an experienced climate policy leader with strong managerial and operational skills and a passion for leading people. They bring expertise in policy development and a clear understanding of how state and federal policy interact to drive meaningful climate action grounded in equity and justice. They will ideally have expertise in sustainable transportation, building decarbonization, or clean power.
This individual is a strategic advisor and collaborative leader who can help implement Evergreen’s policy vision while guiding teams through execution. They are comfortable overseeing rigorous policy analysis, coaching, and managing a team of policy experts and collaborating across departments.
The ideal candidate is a proven people manager who values mentorship, inclusion, and accountability, and who can build strong, high-performing teams. They excel at cross-functional collaboration, integrating policy, communications, and advocacy to maximize impact.

Qualifications

- Core Experiences and Competencies
- Significant and proven experience (generally 10+ years in a senior role) in policy research, development and/or advocacy in government or for a non-profit or comparable organization
- Strong experience managing teams of subject matter/policy experts working in clean energy, sustainable transportation, and/or building decarbonization with a demonstrated skillset in and excitement for mentoring and professionally developing staff
- A commitment to defeating the climate crisis in an equitable way, galvanizing action from staff, consultants, movement partners, external decision-makers, and other key stakeholders
- Additional Leadership Skills
- Ability to lead a team in a way that inspires trust and fosters a collaborative and inclusive workplace culture
- Strong organizational abilities including planning, delegating, program development/project management, and outcome facilitation
- Strong communication and interpersonal skills working with staff, department heads, and other key stakeholders to build trust, collaboration, inclusion, and impact
Location & Compensation
This is a remote position with a target salary of $185,000.
